No, not in Texas. And the answer to this question depends strictly upon your state. Of course, it doesn't make sense not to have a paddle on any boat, but many feel that the trolling motor replaces the need for it on a bass boat. I recommend a paddle and a boat hook, which can be used to help get out of shallow water as a push pole.
