Yes, you can kill small birds and other small pests with this gun. The correct type of pellets, like a pointed design or polymer tipped pellet, will make the gun more effective for this purpose.

A couple of things to consider - guns with a higher velocity (like this one

) will give you a longer range. And some air rifles give you the option of firing .22 caliber slugs, which may be more effective on some birds.

Yes, though we're talking about an air gun that you can kill a fox with. I would recommend a less powerful rifle.

A muzzle brake is usually a portion of the end of the barrel that is ported or just a larger suppressor type modification that is meant to reduce recoil. On and air gun I dont see how this is needed, but on a high powered rifle it makes the gun a lot louder and takes away some recoil.

should the bottom scope ring be flush after mounting it?
there is a gap betwee the mount and the screw. It will not screw all the way in.

The scope ring mounting base will NOT close up all the way, Get a little locktite and tighten the screws, be carefull not to strip them. Also make sure that you rear mount is firmly aginst the scope stop, the recoil is backwards on an airgun because of the plunger moving foward when the trigger is pulled.
