If you want it windproof, wear it under a nylon jacket. If will block some wind though.

Not really, Its just like a regular sweatshirt, but it is really warm.

I have the pullover hooded sweatshirt (same material). It is not completely wind proof, but it does slightly block the wind. In 30+ MPH wind, I felt the wind and would recommend a windbreaker for these conditions. But for lighter breezes, this should be fine provided that you have the proper layering for the temperature.
