What is the difference in the handle of this knife and the handle of the pen knife?

Is the second blade a knife blade?

2nd blade is a knife blade just smaller. That pattern is typical called a pen knife, similar to a swiss army knife in shape, but obviously smaller in this case

Case knives are made in Bradford, PA USA. Same small city as Zippo lighters.
