These fit over a pair of LaCrosse Iceman Pac Boots size 11 without issue.

It is going to depend on how you adjust them and what size you get. I believe they come in medium and large. I am 6'0" and bought the medium based upon the size chart. I returned them for the large. I have them shortened almost as much as possible because I like them touching the top of my boots instead of up an inch or two, so as long as you aren't over 6'3"-6'5", you should have enough play to have them fit. I wear size 10 1/2 heavy snake boots and never take my boots off to get the chaps on or off.
